Home care: scheduling, payroll, billing, paperwork, hiring and family updates.
Georgia
In Georgia, Medicaid home care visits go through the state’s EVV system (Netsmart) and claims are billed through GAMMIS. CareBravo® is on Georgia DCH’s third-party EVV vendor list and runs the nine jobs for CCSP, SOURCE, ICWP, NOW and COMP agencies.
CCSP, SOURCE, NOW, COMP, ICWP and Georgia Families, with the nine jobs done the way each program’s rules ask.

What we cover
The nine jobs are the same whether the care happens in a home, a personal care home or a day center. We start with Personal Support Services (home care) and case management. Personal Care Homes and Adult Day Health are coming in November 2026.

Georgia EVV, at a glance
Georgia requires EVV for personal support and community living visits in CCSP, SOURCE, NOW, COMP, ICWP and GAPP. The state’s free EVV system is Netsmart Mobile Caregiver+, also called Tellus. You can use another EVV system if it is approved and connected to Netsmart. Claims for these services go through the EVV system to GAMMIS, and home health EVV is being added in 2026.
From Georgia DCH and CMS sources, checked 28 Oct 2026. Confirm with DCH before you act.
The words and the person who writes the care plan change with the program. Your agency’s records stay in one place.
| Program | Whose plan it is |
|---|---|
| CCSP and SOURCE | The care coordinator, with physician or medical director approval. Your agency’s care plan sits inside it. |
| ICWP | Alliant plus the case manager. Consumer Directed Care changes who holds payroll. |
| NOW and COMP | DBHDD planners write the individual service plan. |
Why this works
In CareBravo, the caregiver’s tap at the door and her one voice note at the end of the shift are the only things anyone types. The timesheet, the paycheck, the claim, the chart line and the family’s update are all made from them.
Nothing is retyped, so nothing drifts. If the tap is missing, the caregiver is asked one question and the office confirms the time. If the state rejects a record, it comes back explained in plain words and goes back in tonight’s batch after your Go ahead. The nurse signs the chart. That is the whole trick. It is why denials stop, why payroll is right on Friday, and why the family never has to call.

Georgia’s approved EVV systems
Every system below with a page also appears on Georgia DCH’s Third-Party EVV Vendor List. So does CareBravo. Each comparison says what that system does well, from its own materials, and where the work still lands on you.
Georgia has six main programs: CCSP and SOURCE (older and disabled adults), ICWP (adults 21 to 64 with physical disabilities), NOW and COMP (intellectual and developmental disabilities), and GAPP (medically fragile children). DCH oversees all of them. DBHDD runs NOW and COMP day to day. Read the full answer
In CCSP and SOURCE, a care coordinator does the assessment, builds the care plan, and puts the hours on a Service Authorization Form. A doctor, or the case management agency’s medical director, approves the plan. Your agency does not write the plan. You deliver the hours that are authorized. Read the full answer
No. Georgia Pathways to Coverage is a limited Medicaid coverage program for low-income adults who meet a work or activity rule. It is not a home and community based services waiver and it does not pay home care agencies for personal support services. CCSP, SOURCE, ICWP, NOW, COMP and GAPP are the waiver programs. In Georgia EVV, a provider administrator can update the visit by hand and pick a reason code from the list. Use the start and end times the caregiver reports. DCH says manual schedule changes are for fixing errors like a missed clock-in, not for lowering billed units. Read the full answer
The EDWP manual says to keep records for six years after the final claim is filed, and clinical records for six years after a discharged client’s last date of service. If a lawsuit or audit is pending, keep them until it ends. Records must stay in Georgia and be ready for DCH on request. Read the full answer
First get your state license and tax numbers. Then apply through your state Medicaid agency’s provider enrollment portal. If you want waiver clients, there is usually a second step with the program that runs the waiver. Search ’[state] Medicaid provider enrollment’ and read the waiver provider manual before you apply. Most states pay for home care through a mix of the regular Medicaid plan and one or more waivers. Waivers serve groups such as older adults, people with disabilities, or children, and many cap how many people can enroll. Search ’[state] Medicaid waiver programs’ and read the list on the state Medicaid site. Read the full answer
Many states pay for some home care through managed care plans, but plans differ by state and by program. Check your state Medicaid site for the plan list, and ask each plan how to join its network. Check each client’s eligibility to see who to bill. Waiver programs may be handled outside managed care. Read the full answer
CCSP and SOURCE are the two parts of Georgia’s Elderly and Disabled Waiver Program. Both help older or disabled adults stay at home instead of moving to a nursing home. CCSP clients come in through their Area Agency on Aging. People with full Medicaid can also come in through a SOURCE site. Read the full answer
For NOW and COMP, DBHDD’s regional offices pre-approve services, and your agency must be named on the prior authorization. For ICWP, a case manager submits the request, Alliant Health Solutions reviews it, and your agency then submits its own prior authorization request. Read the full answer
