Which Georgia Medicaid waiver programs pay for in-home care, and who runs each one?
Georgia has six main programs: CCSP and SOURCE (older and disabled adults), ICWP (adults 21 to 64 with physical disabilities), NOW and COMP (intellectual and developmental disabilities), and GAPP (medically fragile children). DCH oversees all of them. DBHDD runs NOW and COMP day to day.
Georgia’s Department of Community Health (DCH) is the state Medicaid agency. Here is who handles what, in plain terms.
- CCSP and SOURCE (Elderly and Disabled Waiver): DCH runs the waiver. The 12 Area Agencies on Aging handle CCSP entry and care coordination.
- ICWP (Independent Care Waiver Program): For adults 21 to 64 with severe physical disabilities or traumatic brain injury. DCH runs it. Alliant Health Solutions handles intake.
- NOW and COMP: For people with intellectual or developmental disabilities. DCH delegates day-to-day work to the Department of Behavioral Health and Developmental Disabilities (DBHDD). Six regional offices handle intake and pre-approval.
- GAPP (Georgia Pediatric Program): For medically fragile children under 21. Families apply through a GAPP-approved nursing agency.
Most in-home care agencies meet these programs through personal support services or community living support. Each program has its own provider manual, its own approval steps, and its own billing rules.
Georgia Pathways is not on this list. Pathways is a limited Medicaid coverage program with a work rule. It is not a home care waiver.
