Is Georgia Pathways the same as a home care waiver?
No. Georgia Pathways to Coverage is a limited Medicaid coverage program for low-income adults who meet a work or activity rule. It is not a home and community based services waiver and it does not pay home care agencies for personal support services. CCSP, SOURCE, ICWP, NOW, COMP and GAPP are the waiver programs.
Owners and families sometimes mix up Pathways with the home care waivers because both are "Medicaid in Georgia." They are different programs.
Georgia Pathways to Coverage:
- Georgia’s partial Medicaid expansion for low-income adults.
- Members must show 80 hours a month of work, school, volunteering or other approved activity.
- It started in July 2023.
- It has its own website and rules.
The home care waivers (CCSP, SOURCE, ICWP, NOW, COMP, GAPP) are for people who need long-term services because of age, disability, or medical needs. They have level-of-care rules and care plans, and they pay agencies for services such as personal support.
Why it matters to you: a Pathways member does not get personal support hours through Pathways. If a client asks about it, point them to their Area Agency on Aging or the waiver intake line for their situation.
Pathways is also changing on January 1, 2027, to match the federal law. That is about eligibility rules, not home care services.
