What is the difference between CCSP and SOURCE in Georgia?

CCSP and SOURCE are the two parts of Georgia’s Elderly and Disabled Waiver Program. Both help older or disabled adults stay at home instead of moving to a nursing home. CCSP clients come in through their Area Agency on Aging. People with full Medicaid can also come in through a SOURCE site.

CCSP means Community Care Services Program. SOURCE means Service Options Using Resources in a Community Environment. Both sit under Georgia’s Elderly and Disabled Waiver Program (EDWP). The Georgia Department of Community Health (DCH) runs the waiver.

What they share:

  1. The client is 21 or older and needs a nursing home level of care.
  2. The client is on Medicaid or can qualify for it. The county DFCS office makes the final Medicaid call.
  3. A care plan, approved by a doctor, lists the services. Services can include personal support services, adult day health, alternative living services in personal care homes, home-delivered meals, emergency response, respite, and case management.
  4. Slots depend on state funding, so some people wait.

What differs is the door and the case management. CCSP clients are assessed by the local Area Agency on Aging (there are 12). SOURCE is open to people who already have full Medicaid, and it ties primary care and case management together with a care path and 24-hour access to a case manager.

The state’s own summaries do not list every difference, such as how case management is paid. Check the current EDWP manuals on the Georgia Medicaid portal before you build a plan around one or the other.
