What is EVV and do I really have to use it?
EVV (electronic visit verification) is a record, made when the visit happens, that shows who gave which service to whom, where, on what date, and when it started and ended. The 21st Century Cures Act requires it for Medicaid personal care services, and states set the details. In Georgia, PSS agencies must use it.
EVV stands for electronic visit verification. It is a way to prove that a visit really happened.
The federal law is the 21st Century Cures Act. It requires states to use EVV for Medicaid personal care services (the deadline was January 1, 2020) and for home health care services (January 1, 2023). States that miss the deadlines can lose some federal Medicaid matching money. The reduction grows over time, up to 1 percent.
The system must verify six things:
- The type of service
- The person getting the service
- The date of service
- The location
- The person giving the service
- When the service starts and ends
States choose how to do it. CMS says states have flexibility in the EVV model they use.
In Georgia, agencies that provide Personal Support Services, and community living services in the waivers, must take part. Georgia names Netsmart’s Mobile Caregiver+ as its official EVV system.
So yes, if you are paid by Georgia Medicaid for these services, EVV is required. Other states have their own rules, so check your state Medicaid agency.
