Virginia EVV and Medicaid home care, in plain words.

Virginia’s Medicaid agency, DMAS, lets agencies pick their own EVV system as long as it meets state rules. Most clients are in a Cardinal Care health plan, so you contract with and bill each plan.

Virginia EVV, from the state

Same rules, same tangle

In Virginia, the visit still gets typed four more times.

The caregiver taps in. The visit goes to your state’s EVV system. Then someone in your office carries it by hand into payroll, into billing, into the chart, and to the family on the phone. Every carry is a chance for the numbers to drift. When they do, Virginia denies the claim, and you find out weeks later. That is Tangleware™: good tools, and an owner in the middle.

Running an agency in Virginia? Tell us.

CareBravo works with the EVV systems states use, including Sandata, HHAeXchange and Netsmart. Each state approves its own connection, and each program has its own rules, so we confirm what is in place for Virginia and your programs before you switch anything. If we are not running in Virginia yet, we will make you an offer to start now while we build it.

Five promises, written like promises.

  1. Nothing stops. Your current system keeps running while CareBravo runs beside it for two weeks on your real data. The Parallel Promise™
  2. 99%, in writing. On Managed Billing, at least 99% of your claims go out without a mistake we caused. If we make one, we fix it free. We cannot promise what a payer decides. Read the guarantee
  3. The floor, stated up front: $250 a month, no seats, no per-user fees, no implementation fee — and corrections never billed twice.
  4. Thirty days’ notice, either way.
  5. Nobody calls unless you ask.

What Virginia owners ask.

Do live-in caregivers need EVV now?

Yes. Starting October 1, 2026, DMAS requires approved EVV for all shifts by agency aides and consumer-directed attendants, even when the caregiver lives with the client. Make sure live-in staff are set up and trained to clock in and out.

Does Virginia tell me which EVV system to use?

No. Virginia lets agencies choose an EVV system that meets its regulation. Each Cardinal Care health plan may have its own steps for receiving EVV data, so ask every plan you work with before you bill.

What license do I need for personal care?

You need a Home Care Organization license from the Virginia Department of Health. You also enroll with DMAS and sign a contract with each Cardinal Care health plan whose members you serve. Each plan has its own approval and claims steps, so plan for several setups.

Is there a waitlist for the CCC Plus Waiver?

CCC Plus is Virginia’s main waiver for older adults and adults with disabilities who need nursing-home level care. Ask DMAS about current waitlist status before you plan growth around it. The developmental disability waivers do have waitlists, so those clients may take longer to reach you.
