New Jersey EVV and Medicaid home care, in plain words.
New Jersey uses HHAeXchange for EVV across Medicaid, and EVV data has been needed to get paid since July 2021. Most home care for adults is paid through five NJ FamilyCare health plans under MLTSS, so you contract and bill with each plan.

Programs that pay for care at home
- Managed Long Term Services and Supports (MLTSS) under NJ FamilyCare
- Personal Care Assistance (PCA) (state plan)
- Personal Preference Program (PPP) (self-directed option)
- Division of Developmental Disabilities programs (Community Care Program, Supports Program)
- Home Health (state plan)
Same rules, same tangle
In New Jersey, the visit still gets typed four more times.
The caregiver taps in. The visit goes to HHAeXchange. Then someone in your office carries it by hand into payroll, into billing, into the chart, and to the family on the phone. Every carry is a chance for the numbers to drift. When they do, New Jersey denies the claim, and you find out weeks later. That is Tangleware™: good tools, and an owner in the middle.

What New Jersey owners ask.
Do I need EVV to get paid in New Jersey?
Yes. DMAHS has required EVV data for claims payment since July 1, 2021, for services like personal care, MLTSS home-based supportive care and DDD in-home services. Home health was added from January 1, 2023. Visits without good EVV records put payment at risk, so fix gaps quickly.
Do all five health plans bill EVV services the same way?
No. DMAHS publishes separate billing flows, including paths through the state EVV system and through plan partners. Check each plan’s current EVV billing instructions and DMAHS’s billing-flow documents before you submit, and keep visit records complete for every plan.
Which plans pay for home care in New Jersey?
Five NJ FamilyCare plans: Aetna Better Health of New Jersey, Fidelis Care, Horizon NJ Health, UnitedHealthcare Community Plan, and Wellpoint. You need a contract with each plan whose members you serve, on top of your Medicaid enrollment.
Where can I get EVV training?
DMAHS lists free EVV trainings on its EVV page, including sessions on October 27 and November 10, 2026. Sign up early, since seats can fill. For questions, email the New Jersey EVV mailbox at mahs.evv@dhs.state.nj.us or fill in the online EVV help form linked from that page.
