Nebraska EVV and Medicaid home care, in plain words.

Nebraska uses Netsmart for EVV, and for many home health and personal care services you file claims through that same system. You can use a different EVV app if your vendor signs a state attestation. Visits must be verified by GPS or phone.

Same rules, same tangle

In Nebraska, the visit still gets typed four more times.

The caregiver taps in. The visit goes to Netsmart. Then someone in your office carries it by hand into payroll, into billing, into the chart, and to the family on the phone. Every carry is a chance for the numbers to drift. When they do, Nebraska denies the claim, and you find out weeks later. That is Tangleware™: good tools, and an owner in the middle.

What Nebraska owners ask.

Can I use my own EVV vendor in Nebraska?

Yes. Your vendor must sign an attestation that its system works with the state’s Netsmart system. Agencies serving the developmental disability waivers use Therap instead. Check the DHHS EVV page for the current list and steps before you switch.

Why would a Nebraska EVV claim be declined?

DHHS lists reasons including no NPI linked to the visit, a caregiver logging more than 16 hours in a day, a client getting more than 16 hours of certain services in a day, or visits that do not meet EVV rules. You can appeal within 90 days in writing.

What is the ’force pay’ process?

Each caregiver gets three educational interventions. Those let a visit missing verification be paid through a state adjustment request. After three, such visits trigger a critical error and need a formal appeal. Since September 1, 2025, force-pay is denied if your NPI is not active in the EVV system.

Who do I email with EVV questions?

For personal care services, email DHHS.MedicaidFA-EVV@nebraska.gov. For home health, email DHHS.EVVHomeHealth@nebraska.gov. For problems with the EVV app itself, call the Netsmart support line listed on the DHHS EVV page. Completed state forms can be faxed to (402) 742-2321.
