Missouri EVV and Medicaid home care, in plain words.
Missouri sends all EVV visits to a state system called EAS. You can pick your own EVV app, as long as it sends visits to EAS, and you should check EAS every week.

Missouri at a glance
EVV, Medicaid and billing in Missouri.
Dates that matter: Claims validation soft launch began early 2026. Hard launch phase 1 started 1 Apr 2026 (MO HealthNet Bulletin 48-52): claims for DSDS-authorized EVV services under provider types 26 and 28 are denied with no matching visit in EAS.
Licensing: In-home services agencies must be enrolled with MMAC and contracted/certified with DHSS for DSDS-authorized services; home health agencies are licensed by DHSS.
Managed care: Fee-for-service for personal care and DSDS waiver services, per the old page and Missouri program structure; confirm (see verify).
Programs that pay for care at home

- Aged and Disabled Waiver (ADW)
- Adult Day Care Waiver
- Independent Living Waiver
- Brain Injury Waiver
- Structured Family Caregiver Waiver
- Department of Mental Health developmental disability waivers (separate system)

Same rules, same tangle
In Missouri, the visit still gets typed four more times.
The caregiver taps in. The visit goes to your state’s EVV system. Then someone in your office carries it by hand into payroll, into billing, into the chart, and to the family on the phone. Every carry is a chance for the numbers to drift. When they do, Missouri denies the claim, and you find out weeks later. That is Tangleware™: good tools, and an owner in the middle.

CareBravo works with the EVV systems states use, including Sandata, HHAeXchange and Netsmart. What Missouri owners ask.
Are my claims being denied for missing EVV now?
If you bill in-home services authorized by DSDS under Medicaid billing types 26 or 28, yes. Since April 1, 2026, those claims are denied when no matching visit is in the state EVV system, EAS. Other services may follow in later phases. Check MO HealthNet bulletins for your type.
Can I choose my own EVV vendor in Missouri?
Yes. Missouri lets you pick your EVV vendor. The vendor must send your visits to EAS. You are expected to log in to EAS at least once a week to confirm visits arrived and are correct, and to work with your vendor to fix anything missing.
Who do I contact with EVV questions?
For policy and program questions, email Ask.EVV@dss.mo.gov. For enrollment and compliance, email MMAC.EVV@dss.mo.gov. For EAS login or technical problems, use the support line listed on the state EVV page. MO HealthNet Provider Communications is (833) 222-7916.
How do I get set up to serve Missouri Medicaid clients at home?
Enroll your agency with Missouri Medicaid Audit and Compliance (MMAC). For in-home and waiver services for older adults and adults with disabilities, the Division of Senior and Disability Services authorizes care. You bill MO HealthNet through eMOMED.
