Minnesota EVV and Medicaid home care, in plain words.

Minnesota uses HHAeXchange for EVV, and every agency with EVV services must be enrolled there, even if you use another EVV app. Personal care is now called CFSS.

State EVV systemHHAeXchange (state EVV vendor and aggregator).
Your own EVV vendor allowed?Yes, but every agency providing EVV-required services must enroll with HHAeXchange, even if it uses a third-party EVV system (DHS, July 2024).
Services that need EVVPersonal care services (PCA, now Community First Services and Supports, CFSS) and some waiver services since 2020; home health care since 2023.
Where you billMN-ITS (MHCP provider portal) for fee-for-service; health plans for their members.

Dates that matter: DHS began enforcing EVV compliance 1 Sep 2024. Since 30 Jan 2026 DHS has paused new provider enrollment in 12 high-risk services; extended in July 2026 for at least six more months. CFSS was on DHS’s high-risk off-cycle revalidation list (deadline 31 May 2026).

Licensing: Minnesota Department of Health issues home care licenses (basic and comprehensive); DHS enrolls CFSS agencies. A separate pause on licensing new HCBS providers runs through 31 Dec 2027 per DHS.

Managed care: Mixed. Many people 65 and older get Elderly Waiver and home care through managed care plans (Minnesota Senior Health Options and Minnesota Senior Care Plus). Disability waivers are mostly fee-for-service.

Minnesota EVV, from the state

Same rules, same tangle

In Minnesota, the visit still gets typed four more times.

The caregiver taps in. The visit goes to HHAeXchange. Then someone in your office carries it by hand into payroll, into billing, into the chart, and to the family on the phone. Every carry is a chance for the numbers to drift. When they do, Minnesota denies the claim, and you find out weeks later. That is Tangleware™: good tools, and an owner in the middle.

Running an agency in Minnesota? Tell us.

CareBravo works with the EVV systems states use, including Sandata, HHAeXchange and Netsmart. Each state approves its own connection, and each program has its own rules, so we confirm what is in place for Minnesota and your programs before you switch anything. If we are not running in Minnesota yet, we will make you an offer to start now while we build it.

Run the Calculator, or ask for the demo and tell us your state.

Five promises, written like promises.

  1. Nothing stops. Your current system keeps running while CareBravo runs beside it for two weeks on your real data. The Parallel Promise™
  2. 99%, in writing. On Managed Billing, at least 99% of your claims go out without a mistake we caused. If we make one, we fix it free. We cannot promise what a payer decides. Read the guarantee
  3. The floor, stated up front: $250 a month, no seats, no per-user fees, no implementation fee — and corrections never billed twice.
  4. Thirty days’ notice, either way.

What Minnesota owners ask.

Can a new agency enroll to provide CFSS right now?

Maybe not. Since January 30, 2026, DHS has paused new Medicaid enrollment in 12 high-risk services, and in July 2026 it extended the pause for at least six more months.

I use a different EVV app. Do I still need HHAeXchange?

Yes. DHS requires every agency with EVV-required services to enroll with HHAeXchange, even if a third-party EVV system captures your visits. Your app sends visits to HHAeXchange, and DHS reviews your EVV use from there.

What changed when PCA became CFSS?

CFSS replaced PCA and the Consumer Support Grant starting October 1, 2024, with people moving over at their yearly assessment. It offers an agency model and a budget model where the person directs their own workers. Check DHS’s CFSS pages for current worker rules, forms and billing codes.

Was my agency part of the 2026 revalidation?

If you provide CFSS or another high-risk service, likely yes. DHS set a May 31, 2026 deadline to revalidate those agencies. Agencies that did not respond got disenrollment notices and have 60 days from the letter to appeal. Check your MN-ITS mailbox and DHS’s revalidation page.

Checked 28 Oct 2026. State rules change. Confirm with the Minnesota Department of Human Services (DHS), which runs Medical Assistance (MA) through Minnesota Health Care Programs (MHCP). Counties, Tribal Nations and health plans handle assessments and care coordination. before you act.
