Massachusetts EVV and Medicaid home care, in plain words.

In Massachusetts, Medicaid is called MassHealth. Home care visits for most programs must be checked in and out with EVV. The state gives agencies a free EVV system from Sandata, or you can use your own system if it sends visits to the state every day.

Services that need EVVAgency-based personal care and home health. Named programs: Home Health; Personal Care Attendant (PCA) program; Frail Elder Waiver; ABI and Moving Forward Plan waivers (agency and self-directed); state Home Care Program services through ASAPs; Group Adult Foster Care. MassHealth publishes a service-code table.
Where you billMassHealth Provider Online Service Center (POSC) for fee-for-service; plans and ASAPs for their members.

Dates that matter: State agency-based EVV system went live 30 Sep 2024. Hard edits (claims denied without a matching EVV visit) will start with fee-for-service Home Health, GAFC and ABI/MFP waiver providers, then managed care. As of MassHealth’s July 2026 training the hard-edit date was still ’to be confirmed’.

Licensing: Massachusetts has moved toward state licensure of home care agencies; check current Department of Public Health rules. Agencies serving ASAP clients also need ASAP contracts.

Managed care: Mixed. Many older members get home care through Senior Care Options (SCO) plans or One Care plans; others are in ACOs or fee-for-service. Agencies often contract with ASAPs and plans as well as MassHealth.

Massachusetts EVV, from the state

Same rules, same tangle

In Massachusetts, the visit still gets typed four more times.

The caregiver taps in. The visit goes to your state’s EVV system. Then someone in your office carries it by hand into payroll, into billing, into the chart, and to the family on the phone. Every carry is a chance for the numbers to drift. When they do, Massachusetts denies the claim, and you find out weeks later. That is Tangleware™: good tools, and an owner in the middle.

Running an agency in Massachusetts? Tell us.

CareBravo works with the EVV systems states use, including Sandata, HHAeXchange and Netsmart. Each state approves its own connection, and each program has its own rules, so we confirm what is in place for Massachusetts and your programs before you switch anything. If we are not running in Massachusetts yet, we will make you an offer to start now while we build it.

Run the Calculator, or ask for the demo and tell us your state.

Five promises, written like promises.

  1. Nothing stops. Your current system keeps running while CareBravo runs beside it for two weeks on your real data. The Parallel Promise™
  2. 99%, in writing. On Managed Billing, at least 99% of your claims go out without a mistake we caused. If we make one, we fix it free. We cannot promise what a payer decides. Read the guarantee
  3. The floor, stated up front: $250 a month, no seats, no per-user fees, no implementation fee — and corrections never billed twice.
  4. Thirty days’ notice, either way.
  5. Nobody calls unless you ask.

What Massachusetts owners ask.

Do I have to use the state’s EVV app, or can I keep my own system?

You can keep your own. MassHealth calls this Alt-EVV. Your system has to send visit data to the state aggregator every day and capture all six federal data points: who got care, who gave it, what service, where, the date, and start and end times. You still register with the state first.

When will MassHealth start denying claims with no EVV visit?

MassHealth has said hard edits will start with fee-for-service Home Health, Group Adult Foster Care and the ABI and MFP waivers, then move to managed care plans. As of its July 2026 training, the start date was still to be confirmed. Watch MassHealth bulletins and fix visit errors now, before denials begin.

Which of my programs need EVV?

Most in-home personal care and home health. MassHealth lists Home Health, the PCA program, the Frail Elder Waiver, the ABI and MFP waivers, state home care services through ASAPs, and Group Adult Foster Care. Check the state’s service-code table for the exact codes you bill.

Who do I call when an EVV visit will not go through?

For the Sandata system, open a ticket in Sandata’s support portal or call (833) 511-0164. For policy questions about the rollout, email EVVfeedback@mass.gov. If you use your own EVV system, start with your vendor, since it sends the data.
