Kentucky EVV and Medicaid home care, in plain words.

Kentucky uses Therap for EVV. Your agency can use Therap for free or another app that connects to it. Starting January 1, 2026, Kentucky denies waiver claims that have no EVV visit, and home health claims have been denied without EVV since January 2025.

Kentucky EVV, from the state

Same rules, same tangle

In Kentucky, the visit still gets typed four more times.

The caregiver taps in. The visit goes to Therap. Then someone in your office carries it by hand into payroll, into billing, into the chart, and to the family on the phone. Every carry is a chance for the numbers to drift. When they do, Kentucky denies the claim, and you find out weeks later. That is Tangleware™: good tools, and an owner in the middle.

Running an agency in Kentucky? Tell us.

CareBravo works with the EVV systems states use, including Sandata, HHAeXchange and Netsmart. Each state approves its own connection, and each program has its own rules, so we confirm what is in place for Kentucky and your programs before you switch anything. If we are not running in Kentucky yet, we will make you an offer to start now while we build it.

Run the Calculator, or ask for the demo and tell us your state.

Five promises, written like promises.

  1. Nothing stops. Your current system keeps running while CareBravo runs beside it for two weeks on your real data. The Parallel Promise™
  2. 99%, in writing. On Managed Billing, at least 99% of your claims go out without a mistake we caused. If we make one, we fix it free. We cannot promise what a payer decides. Read the guarantee
  3. The floor, stated up front: $250 a month, no seats, no per-user fees, no implementation fee — and corrections never billed twice.
  4. Thirty days’ notice, either way.
  5. Nobody calls unless you ask.

What Kentucky owners ask.

When did Kentucky start denying claims without EVV?

For home health, claims without a matching EVV visit have been denied since January 1, 2025. For 1915(c) waiver services such as HCB, Michelle P. and SCL, denials began January 1, 2026. Make sure every visit is recorded in Therap, or in a system connected to Therap, before you bill.

Do I have to use Therap?

No. Therap is the state’s free system, but Kentucky uses an open model. You can use your own EVV system if it meets federal rules and connects to the Therap Aggregator. Your agency pays any costs for that system. A system that only connects to another state’s aggregator will not work in Kentucky.

Who do I call with a waiver EVV problem?

Start with Therap support for technical issues. If it is not fixed, email the 1915(c) Waiver Help Desk at 1915cwaiverhelpdesk@ky.gov. For HCB waiver policy, call (877) 315-0589. For Michelle P. or SCL policy, call (502) 564-7700.
