Kansas EVV and Medicaid home care, in plain words.

Kansas uses AuthentiCare for EVV. The state pays for AuthentiCare, but you may use an approved outside system that connects to it. Even then, claims for EVV services still go out through AuthentiCare.

EVV, Medicaid and billing in Kansas.

Medicaid agencyKansas Department of Health and Environment (KDHE), Division of Health Care Finance, runs KanCare (Medicaid). The Kansas Department for Aging and Disability Services (KDADS) operates the HCBS waivers.
EVV modelHybrid (KanCare’s term): agencies use AuthentiCare, the state-funded default EVV solution, or a State-approved third-party EVV system that sends data to the state aggregator.
State EVV systemAuthentiCare (Fiserv/First Data), which is both the state EVV solution and the operator of the aggregator
Your own EVV vendor allowed?Yes, if the third-party vendor is State-approved and integrates with the aggregator (live since 3 Dec 2023). The State does not pay for third-party systems. Switching takes about 30 to 60 days. Claims for EVV services are still submitted through AuthentiCare.
Services that need EVVHCBS and non-waiver personal care, self-directed personal care, home health, homemaker, OT, PT, speech therapy, private duty nursing, respite, SED personal care and behavioral therapy.
Where you billClaims for EVV services are created and submitted through AuthentiCare to the MCO; KMAP (Gainwell) handles provider enrollment and fee-for-service.

Dates that matter: Aggregator for third-party systems live 3 Dec 2023. Third-party vendors must load visit data by the 10th of each month. New KanCare MCO contracts run 1 Jan 2025 to 31 Dec 2027.

Licensing: Home health agencies are licensed by the State. Whether an agency that gives only non-medical attendant care needs a state license is not clear (Kansas changed these rules in 2017); verify with KDHE/KDADS.

Managed care: Yes. HCBS are delivered through KanCare MCOs: Healthy Blue, Sunflower Health Plan and UnitedHealthcare Community Plan (contracts 1 Jan 2025 to 31 Dec 2027). MCOs send authorizations into AuthentiCare daily.

Kansas EVV, from the state

Same rules, same tangle

In Kansas, the visit still gets typed four more times.

The caregiver taps in. The visit goes to AuthentiCare. Then someone in your office carries it by hand into payroll, into billing, into the chart, and to the family on the phone. Every carry is a chance for the numbers to drift. When they do, Kansas denies the claim, and you find out weeks later. That is Tangleware™: good tools, and an owner in the middle.

Running an agency in Kansas? Tell us.

CareBravo works with the EVV systems states use, including Sandata, HHAeXchange and Netsmart. Each state approves its own connection, and each program has its own rules, so we confirm what is in place for Kansas and your programs before you switch anything. If we are not running in Kansas yet, we will make you an offer to start now while we build it.

Run the Calculator, or ask for the demo and tell us your state.

Five promises, written like promises.

  1. Nothing stops. Your current system keeps running while CareBravo runs beside it for two weeks on your real data. The Parallel Promise™
  2. 99%, in writing. On Managed Billing, at least 99% of your claims go out without a mistake we caused. If we make one, we fix it free. We cannot promise what a payer decides. Read the guarantee
  3. The floor, stated up front: $250 a month, no seats, no per-user fees, no implementation fee — and corrections never billed twice.
  4. Thirty days’ notice, either way.
  5. Nobody calls unless you ask.

What Kansas owners ask.

Can I use my own EVV app in Kansas?

Yes, if the State approves your third-party vendor and it connects to the state aggregator. The State only pays for AuthentiCare, so your vendor’s cost is yours. Switching usually takes 30 to 60 days. Even with your own app, claims for EVV services are still submitted through AuthentiCare.

Why can’t I type an authorization into AuthentiCare myself?

In Kansas, authorizations come from the KanCare plans, which send them to AuthentiCare every day. You cannot enter them by hand. If an authorization is wrong or missing, ask the member’s plan to fix it. For taxonomy mismatches, email kansas-provider-enrollment@gainwelltechnologies.com.

Which KanCare plans should my agency contract with?

KanCare has three plans from January 1, 2025 through December 31, 2027: Healthy Blue, Sunflower Health Plan and UnitedHealthcare Community Plan. Aetna is no longer a KanCare plan. Most waiver clients will be in one of these three, so contracting with all three keeps you from turning referrals away.

Which services need EVV in Kansas?

Personal care (waiver, non-waiver and self-directed), home health, homemaker, respite, private duty nursing, physical, occupational and speech therapy, SED personal care and behavioral therapy all need EVV. Kansas has said agencies that skip EVV will not be paid by Kansas Medicaid for these services.
