Illinois EVV and Medicaid home care, in plain words.

Illinois uses HHAeXchange to collect EVV for Medicaid personal care and home health. You can use HHAeXchange or another app that sends data to it. On March 2, 2026, Department on Aging and DRS visits joined HHAeXchange, so those agencies need working EVV now.

Illinois EVV, from the state

Same rules, same tangle

In Illinois, the visit still gets typed four more times.

The caregiver taps in. The visit goes to HHAeXchange. Then someone in your office carries it by hand into payroll, into billing, into the chart, and to the family on the phone. Every carry is a chance for the numbers to drift. When they do, Illinois denies the claim, and you find out weeks later. That is Tangleware™: good tools, and an owner in the middle.

What Illinois owners ask.

I serve Community Care Program clients. What changed in March 2026?

On March 2, 2026, EVV visit data for Department on Aging (Community Care Program) and DRS (Home Services Program) agencies began flowing into HHAeXchange, the state’s EVV system. If you use another EVV app, it must send data to HHAeXchange. For policy questions, email Aging.EVV.Support@illinois.gov. For technical issues, call 1-833-961-7429.

My MCO authorization is not showing in HHAeXchange. What do I do?

If your client has been with the MCO for more than 15 days and no authorization appears, contact the MCO’s EVV contact directly. HFS says if the MCO does not answer in three business days, forward your email to HFS.EVV@illinois.gov so the state can escalate it.

Will Illinois deny my claim if EVV is missing?

In 2024, HFS said it did not plan hard claim penalties at that time, and DHS used EVV matching for audits and federal reporting. This can change, and each MCO sets its own EVV rules. Treat every visit as if it must match EVV, and check the latest HFS EVV notices.

What license do I need for non-medical home care in Illinois?

Non-medical in-home care agencies are licensed by the Illinois Department of Public Health as Home Services Agencies. Agencies giving skilled care need a home health agency license. To serve Community Care Program clients you also need an agreement with the Department on Aging. Confirm current rules with IDPH before you apply.
