Idaho EVV and Medicaid home care, in plain words.
Idaho Medicaid still pays most home care directly, not through health plans. Your agency picks its own EVV app, but the app must send each visit to the state’s EVV system, Sandata, before you bill.

Idaho at a glance
EVV, Medicaid and billing in Idaho.
Dates that matter: Personal care EVV from 1 Jan 2021 (CMS found Idaho compliant for PCS on 30 Jul 2021). Home health EVV reported from 1 Jan 2023 by a vendor source; verify. Separate: HB 345 (2025) moves Idaho Medicaid to managed care; IDHW now says the shift is delayed to 1 Jan 2030, with the RFP expected in 2027.
Managed care: Mostly fee-for-service today. People with both Medicare and Medicaid may be in Idaho Medicaid Plus or the MMCP. HB 345 (2025) moves Medicaid to managed care, now planned for 1 Jan 2030 (about three MCOs; RFP in 2027).
Programs that pay for care at home
- Personal Care Services (PCS), Medicaid State Plan
- Aged and Disabled (A&D) Waiver
- Adult Developmental Disabilities (DD) Waiver
- Home health services (Medicaid State Plan)
- Idaho Medicaid Plus and Medicare Medicaid Coordinated Plan (MMCP) for people with both Medicare and Medicaid
Same rules, same tangle
In Idaho, the visit still gets typed four more times.
The caregiver taps in. The visit goes to Sandata. Then someone in your office carries it by hand into payroll, into billing, into the chart, and to the family on the phone. Every carry is a chance for the numbers to drift. When they do, Idaho denies the claim, and you find out weeks later. That is Tangleware™: good tools, and an owner in the middle.

What Idaho owners ask.
Does Idaho give me a free EVV app?
Idaho uses a Provider Choice model. That means your agency chooses an EVV vendor that meets Idaho Medicaid’s rules and can send visits to the state aggregator, Sandata. Before you sign with a vendor, ask them to show that they already send Idaho visits to Sandata. We could not confirm a free state app, so ask IDHW directly.
Is Idaho moving home care to managed care soon?
Not soon. A 2025 law (House Bill 345) moves Idaho Medicaid to managed care, but the Department of Health and Welfare now says the switch is delayed to January 1, 2030. The state expects to post the request for proposals in 2027. Until then, most home care is billed to Idaho Medicaid directly.
Which services need EVV in Idaho?
Personal care services need EVV, both the state plan benefit and personal care in the Aged and Disabled Waiver. Home health care services need EVV too. A visit is not finished until all the required details are sent and any problems on the visit are fixed, so fix visit errors before you bill.
