Delaware EVV and Medicaid home care, in plain words.

Delaware requires EVV for in-home personal care and home health. The state’s EVV system is run by Sandata, and you may use your own system if it sends visits to the state’s hub. Claims that do not match an EVV visit are being denied.

Delaware EVV, from the state

Same rules, same tangle

In Delaware, the visit still gets typed four more times.

The caregiver taps in. The visit goes to your state’s EVV system. Then someone in your office carries it by hand into payroll, into billing, into the chart, and to the family on the phone. Every carry is a chance for the numbers to drift. When they do, Delaware denies the claim, and you find out weeks later. That is Tangleware™: good tools, and an owner in the middle.

Running an agency in Delaware? Tell us.

CareBravo works with the EVV systems states use, including Sandata, HHAeXchange and Netsmart. Each state approves its own connection, and each program has its own rules, so we confirm what is in place for Delaware and your programs before you switch anything. If we are not running in Delaware yet, we will make you an offer to start now while we build it.

Five promises, written like promises.

  1. Nothing stops. Your current system keeps running while CareBravo runs beside it for two weeks on your real data. The Parallel Promise™
  2. 99%, in writing. On Managed Billing, at least 99% of your claims go out without a mistake we caused. If we make one, we fix it free. We cannot promise what a payer decides. Read the guarantee
  3. The floor, stated up front: $250 a month, no seats, no per-user fees, no implementation fee — and corrections never billed twice.
  4. Thirty days’ notice, either way.
  5. Nobody calls unless you ask.

What Delaware owners ask.

Will Delaware deny my claim if EVV does not match?

Yes. Delaware says claims for EVV services that cannot be matched to a visit will be denied. DMMA’s late-2025 forum named March 31, 2026 as the hard-edit date. Check each visit before you bill, and email DHSS_DMMA_EVV@delaware.gov if a match fails.

Can I use my own EVV system?

Yes. You can use an alternate EVV vendor. It must send each caregiver visit to the state’s Sandata aggregator, and you file an Alternate EVV System Attestation with the state. Visit errors are fixed in your own system and sent again.

Which health plans do I work with?

DMMA lists Highmark Health Options, AmeriHealth Caritas Delaware and Delaware First Health as the plans to contact about EVV. Most long-term home care members are in one of these plans. Contract with the plans your clients use and follow each plan’s billing rules.

Where can I learn the EVV rules?

DMMA holds regular EVV provider forums and posts the slides and FAQs on its EVV page. You can also reach the EVV team at DHSS_DMMA_EVV@delaware.gov or call DMAP Provider Services at 1-800-999-3371, option 0, then option 4.
