Connecticut EVV and Medicaid home care, in plain words.

Connecticut requires EVV for home care and home health visits paid by DSS. The state’s EVV system is run by Sandata. If you use your own EVV system, it must send each visit to Sandata.

Same rules, same tangle

In Connecticut, the visit still gets typed four more times.

The caregiver taps in. The visit goes to Sandata Technologies. Then someone in your office carries it by hand into payroll, into billing, into the chart, and to the family on the phone. Every carry is a chance for the numbers to drift. When they do, Connecticut denies the claim, and you find out weeks later. That is Tangleware™: good tools, and an owner in the middle.

What Connecticut owners ask.

Which Connecticut programs need EVV?

DSS says EVV participation is mandatory for members in the Connecticut Home Care Program, the Personal Care Assistance waiver and the Acquired Brain Injury waiver. It covers both non-medical home care and home health related services. Ask DSS if you are unsure about a specific service code.

Can I use my own EVV system?

Yes, as long as it sends each visit to Sandata, the state’s EVV system, in Sandata’s required format. If you use the state’s system, Sandata provides the tools. Confirm your vendor connects to Sandata for Connecticut before you rely on it for billing.

Do I bill a health plan in Connecticut?

No. HUSKY Health does not use capitated managed care plans. Your agency bills the Department of Social Services directly through the Connecticut Medical Assistance Program portal. Care coordination for elders comes through the Connecticut Home Care Program’s access agencies.

What license do I need?

It depends on your services. Home health agencies are licensed by the Department of Public Health. Agencies that only provide homemaker or companion help register with the Department of Consumer Protection. Check both agencies’ rules before you enroll with DSS.
