Colorado EVV and Medicaid home care, in plain words.
Colorado moved personal care and homemaker into a new benefit called Community First Choice on July 1, 2025. To be paid for personal care, your agency needs a Class A or B home care license from CDPHE.

Same rules, same tangle
In Colorado, the visit still gets typed four more times.
The caregiver taps in. The visit goes to Sandata Technologies. Then someone in your office carries it by hand into payroll, into billing, into the chart, and to the family on the phone. Every carry is a chance for the numbers to drift. When they do, Colorado denies the claim, and you find out weeks later. That is Tangleware™: good tools, and an owner in the middle.

What Colorado owners ask.
What is Community First Choice and how does it affect me?
Community First Choice started July 1, 2025. It moved personal care, homemaker and some other supports out of the waivers into the regular Medicaid benefit. Waiver members moved over through 2026. Bill under the authorization the Case Management Agency gives you, and watch HCPF notices for code changes.
What license do I need for personal care?
HCPF says agencies must hold a Class A or Class B Home Care Agency license from CDPHE to provide personal care under Community First Choice. Without that license you cannot provide or be paid for personal care. Enroll with Health First Colorado after you are licensed.
What happens if a visit has no EVV record?
Since February 1, 2022, Colorado checks claims for EVV before paying. If the EVV record is missing or incomplete, the claim is denied with the code EOB 3054. Fix the visit in your EVV system first, then submit the claim.
Do I have to use the state’s EVV app?
No. Colorado uses a hybrid model. You can use the free State EVV Solution from Sandata or choose your own vendor. If you choose your own, it must follow Colorado’s EVV rules and send data to the state system. HCPF posts a list of vendors that already do.
