Arkansas EVV and Medicaid home care, in plain words.

Arkansas uses two EVV systems. Personal care, respite and attendant care visits go through AuthentiCare, which the state pays for. Home health visits go through Sandata.

EVV, Medicaid and billing in Arkansas.

Medicaid agencyArkansas Department of Human Services (DHS), Division of Medical Services. ARChoices is run by DHS’s Division of Aging, Adult and Behavioral Health Services.
EVV modelOpen. The state funds AuthentiCare for personal care at no charge; agencies may use another vendor at their own expense if it integrates with the state’s vendor.
State EVV systemPersonal care: AuthentiCare (Fiserv), state-funded. Home health: Sandata (state EVV pages for the home health phase).
Your own EVV vendor allowed?Yes, at the agency’s expense. The system must integrate with Fiserv, and billing for personal care, respite and attendant care must still go through AuthentiCare. Agencies that opt out of EVV ’will not be reimbursed by Arkansas Medicaid’.
Services that need EVVPersonal care, respite and attendant care (AuthentiCare). Home health (separate phase, Sandata). PASSE plans set their own EVV systems for their members.
Where you billArkansas Medicaid MMIS. Personal care claims flow from AuthentiCare to MMIS; MMIS adjudicates weekly.

Dates that matter: Home health phase went into effect in 2023 per the DHS FAQ. No newer deadlines found.

Licensing: Arkansas Department of Health licenses private care agencies and home health agencies. ARChoices agencies also need DHS provider certification.

Managed care: Mixed. Personal care and ARChoices are fee-for-service. People with developmental disabilities or serious behavioral health needs are in PASSE plans (Provider-led Arkansas Shared Savings Entities), which run their own EVV.

Same rules, same tangle

In Arkansas, the visit still gets typed four more times.

The caregiver taps in. The visit goes to Personal care: AuthentiCare. Then someone in your office carries it by hand into payroll, into billing, into the chart, and to the family on the phone. Every carry is a chance for the numbers to drift. When they do, Arkansas denies the claim, and you find out weeks later. That is Tangleware™: good tools, and an owner in the middle.

What Arkansas owners ask.

Which EVV system do I use in Arkansas?

It depends on the service. Personal care, respite and attendant care use AuthentiCare, which the state funds at no charge to agencies. Home health uses Sandata. If you serve members in a PASSE plan, that plan sets its own EVV system, so ask each plan before your first visit.

Can I use my own EVV app instead of AuthentiCare?

Yes, but at your own cost. Arkansas says your vendor must connect with the state’s vendor, Fiserv. Claims for personal care, respite and attendant care still have to go through AuthentiCare. If you skip EVV entirely, Arkansas Medicaid says it will not pay for those services.

When do my personal care claims get paid?

AuthentiCare sends claims to the Medicaid system daily. Arkansas Medicaid processes them weekly, on Fridays, with a 4:30 pm Central cutoff that day. Plan your visit review and fixes earlier in the week so clean claims make the Friday run.

What license do I need for personal care?

The Arkansas Department of Health licenses private care agencies and home health agencies. To serve ARChoices members you also need DHS certification as an ARChoices agency. Check the Health Department’s private care agency rules and the DHS certification page before you apply.
