Alabama EVV and Medicaid home care, in plain words.
In Alabama, Medicaid pays for in-home personal care and home health, and both need EVV. You pick your own EVV system, and it must send visit data to the state’s EVV hub.

Alabama at a glance
EVV, Medicaid and billing in Alabama.
Dates that matter: No current go-live or claim-denial dates are posted on the state EVV page. Check Alabama Medicaid ALERTs for any claim-edit dates.
Managed care: Fee-for-service. Nursing home and E&D/ACT waiver members also get care management through the Integrated Care Network (ICN), a 1915(b) program run by Alabama Select Network. It is case management, not a health plan that pays claims.
Programs that pay for care at home
- Elderly and Disabled Waiver (E&D)
- Alabama Community Transition Waiver (ACT)
- Technology Assisted Waiver for Adults (TA)
- Personal Choices (self-directed option)
- Intellectual Disabilities Waiver (ID) and Living at Home Waiver (LAH), run with the Department of Mental Health
- State of Alabama Independent Living Waiver (SAIL), run with the Department of Rehabilitation Services
Same rules, same tangle
In Alabama, the visit still gets typed four more times.
The caregiver taps in. The visit goes to your state’s EVV system. Then someone in your office carries it by hand into payroll, into billing, into the chart, and to the family on the phone. Every carry is a chance for the numbers to drift. When they do, Alabama denies the claim, and you find out weeks later. That is Tangleware™: good tools, and an owner in the middle.

What Alabama owners ask.
Does Alabama give my agency a free EVV system?
Alabama uses what it calls a Provider Choice Model. Your agency picks its own EVV system and pays for it. The system must meet Alabama Medicaid’s rules and send each visit to the state’s EVV hub. If you are unsure whether a system qualifies, email the state EVV team at MedicaidEVV@medicaid.alabama.gov before you sign.
Which of my services need EVV?
Alabama Medicaid says EVV is required for all Medicaid-funded personal care services and home health services. For most waiver agencies that means personal care visits in the home. Home health, private duty nursing and Technology Assisted waiver agencies also sign an EVV attestation form when they enroll.
Do I bill a health plan or the state?
For the Elderly and Disabled Waiver, you bill Alabama Medicaid directly, fee-for-service. Waiver members also have a care coordinator through the Integrated Care Network, which helps manage their care but does not pay your claims. Keep authorizations from the case manager on file before you deliver and bill each visit.
Who runs the Elderly and Disabled Waiver?
The Alabama Department of Senior Services operates the Elderly and Disabled Waiver for the Alabama Medicaid Agency. Case managers set each person’s plan and approved services. Your agency delivers the care, records each visit in EVV, and bills Medicaid against the approved plan.
