Most states separate the EVV capture method (how caregivers check in and out) from the EVV aggregator (where the data goes). In open or hybrid states, an agency can use a third-party mobile app to capture the visit and submit that data to the state aggregator. Maryland doesn't work this way.
ISAS is Maryland's state-developed EVV platform. It is both the capture interface and the aggregation point. Caregivers must use ISAS's own telephony system or ISAS's mobile app to check in and out. Third-party capture tools — even ones that can submit to other state aggregators — are not accepted as substitutes for ISAS in Maryland.
This means Maryland agencies need to ensure every caregiver is provisioned in ISAS, trained on ISAS's specific check-in process, and using ISAS's designated capture method for every qualifying visit. Exceptions in ISAS — the same categories as any state: missed check-ins, location discrepancies, time mismatches — must be resolved in ISAS before billing.
