Maryland's State Mandated model is different from open or hybrid states. In Texas or California, agencies can use third-party EVV capture tools. In Maryland, ISAS is the required system — for both data capture and aggregation. Agencies that operate in multiple states and are accustomed to open-model EVV flexibility must adjust their approach for Maryland.

ISAS Is Both Capture and Aggregator

Most states separate the EVV capture method (how caregivers check in and out) from the EVV aggregator (where the data goes). In open or hybrid states, an agency can use a third-party mobile app to capture the visit and submit that data to the state aggregator. Maryland doesn't work this way.

ISAS is Maryland's state-developed EVV platform. It is both the capture interface and the aggregation point. Caregivers must use ISAS's own telephony system or ISAS's mobile app to check in and out. Third-party capture tools — even ones that can submit to other state aggregators — are not accepted as substitutes for ISAS in Maryland.
