CalEVV means California owns the EVV destination — Sandata is the state's aggregator, and every Medi-Cal-funded home care visit must end up there. What California doesn't dictate is the capture method. Agencies can use any compliant EVV tool — their own mobile app, telephony, or an alternative vendor — as long as the visit record reaches CalEVV.
The compliance burden is in exception management. When a caregiver misses a clock-in, a visit GPS doesn't match the client address, or a visit time is disputed, that record sits unresolved in CalEVV. The corresponding claim won't process until the exception is cleared. For agencies billing Medi-Cal at scale, an unmanaged exception queue accumulates quickly.
